Wiki style and formatting

- Use page headings and sub-headings in hierarchical logic - it's important for screen readers and other machines.
- The lead section at the top requires no heading.
- Don't use headings (see above) or BLOCK CAPS for emphasis! Use bold, or use templates.
- Don't write "in progress", "WIP", "under construction", etc—this is always true, and just clutters. If it really is a draft, don't publish it on the wiki article space, but in your userspace (i.e.
