disabling MIME type detection altogether is bad

I challenge this: why?

If this is a matter of security, then admins can already place any exploit they want, by circumeventing the wiki software or the server itself. At least let admins upload arbitrary files.

There are legitimate uses for arbitrary files: we can't predict what software will get used for KH in the future and what MIME types it requires.
